The Hague Apostille Convention Signatory States

Both individuals and corporations may request Certificates of Origin (CO) or Commercial Invoices for apostille services, but not all certificates are eligible. Global Affairs Canada may decline to issue an apostille for several reasons, including missing original signatures, stamp or seal, or if the signature or seal cannot be verified. Certificates that are not issued in Canada with the federal authority or through a chamber of commerce online document certification system such as TradeCert Canada or ESSCert may also face rejection.
Apostille services are not available for documents issued outside Canadian jurisdiction. Likewise, non-routine documents or background documents that cannot be stamped—such as laminated or coated papers—are ineligible.
Certificates containing fraudulent, misleading, or non-compliant content may also be denied or delayed, as additional reviews and certification are often required by local customs authorities.
Do You Need to Notarize Certificates of Origin or Commercial Invoices Before Obtaining an Apostille?
In many cases, Certificates of Origin—whether preferential or non-preferential CO—and Commercial Invoices must be notarized before they can be apostilled. These documents must be submitted with the manufacturer’s declaration, proof of a company’s registration in Canada, or company’s business registration as supporting background documents for review. The requirement depends on the province or territory of issuance and the type of certificate.
Getting them notarized and submitting them through a Canadian notary public ensures the process is accepted by the competent authority. The chamber of commerce is pleased to certify DIY documents, provided they meet the necessary criteria.
Do Documents Need to Be Translated Before Obtaining an Apostille?
If your document is in a language other than English or French, it must be translated by a qualified translator in accordance with government standards. Alternatively, a Canadian notary who understands both official languages and the document’s original language can provide an endorsement confirming the translation’s accuracy. Translation may also be required by local customs authorities to use the certificate to determine import tariffs or verify international trade compliance.
How Long Does It Take to Obtain an Apostille for Certificates of Origin or Commercial Invoices?
Global Affairs Canada generally requires about 10 business days to issue an apostille for commercial export documents. You should also allow an additional 5 business days for courier return delivery.
Following the changes on January 11, 2024, provincial competent authorities are authorized to issue apostilles for certain documents, including Certificates of Origin. Processing times may vary depending on whether the request is handled by Global Affairs Canada, a provincial authority.

What Other Factors Should Be Considered When Requesting an Apostille for Certificates of Origin or Commercial Invoices?
Each Certificate of Origin or Commercial Invoice must be reviewed and certified before an apostille can be issued, and costs may vary by jurisdiction. Keep in mind that an apostille certifies only the authenticity of the signature, stamp, or seal and issuing authority—it does not validate the content of the document itself.
Apostilles are required only for countries that are members of the Hague Apostille Convention. For non-member countries, a different legalization process applies.
In Canada, provinces such as Quebec, British Columbia, Alberta, Ontario, and Saskatchewan may issue apostilles for provincially notarized documents, while Global Affairs Canada handles federal-level export documents. Although apostilles do not expire, the receiving country or local customs authorities may impose their own rules regarding validity periods, particularly in the context of international trade and payment of import tariffs.
