RCMP Criminal Record Check From China: Canadian Criminal Records and Police Clearance Certificate for Applicants Outside Canada

RCMP Certified Criminal Record Check Service in Canada and Outside Canada
The Legalization Service Centre is an RCMP-accredited private fingerprinting company in Canada. We digitize international ink fingerprints and transmit them electronically to the Royal Canadian Mounted Police through Canadian Criminal Real Time Identification Services (CCRTIS), the unit in Ottawa that maintains the National Repository of Criminal Records.
Among the first companies licensed by the RCMP for electronic fingerprint submission, we are recommended by international schools, multinational employers, relocation agencies and immigration lawyers for applicants in Beijing, Shanghai, Shenzhen, Guangzhou, Chengdu, Hong Kong and Macau. Our process supports Chinese work-permit and residence applications as well as Canadian immigration, citizenship and record suspension files.
Our service exists because Chinese authorities require a police clearance certificate confirmed by fingerprint, not a name-based police information check. Whether you are a Canadian teacher or engineer working in China, or a Chinese national who studied or worked in Canada, you receive a secure, verified and fully compliant criminal record check.

If you live in China, have your fingerprints taken on the RCMP C-216C form by a local Public Security Bureau police station, a notary office (公证处), an embassy or consulate, or a private fingerprinting company with an agreement with the local police. Availability varies by city, so contact us first and we will confirm the options in your area. The RCMP accepts only original ink-and-roll prints — no scans, photocopies or live-scan printouts. Once the form arrives in Ottawa, we digitize the fingerprints and submit them to the RCMP electronically. If you are in Canada, in-person fingerprinting is available at our Ottawa, Ontario office.

Fingerprints must be clear and high-quality — not smudged, faded, or blurred. All ridge details must be clearly visible on the form. Failure to provide clear, high-quality fingerprints may result in the RCMP rejecting the submission.
Fingerprints outside Canada can be taken by the following entities:
- Police Service
- Embassy / Consulate

RCMP Criminal Record Checks Available From Any Location Worldwide
We assist Canadian citizens and foreign nationals living in China or anywhere else in the world. Wherever you are, you can start your online application with our guidance, and our team is ready to answer questions by email or WhatsApp.
The Legalization Service Centre is officially accredited to capture digital fingerprints in Ottawa or convert international ink fingerprints, and to transmit them securely to the RCMP through Canadian Criminal Real Time Identification Services.
The search covers the National Repository of Criminal Records rather than the local databases of a single police service. We then deliver the RCMP certificate — apostilled and translated if required — to any destination worldwide as a designated third party, by Canada Post or international courier.

Frequently Asked Questions
What Is a Fingerprint-Based RCMP Criminal Record Check, and Why Do Chinese Authorities Require It?
A fingerprint-based RCMP criminal record check is the only Canadian criminal records document certified by the Royal Canadian Mounted Police. Instead of a name and date of birth search in police databases, CCRTIS matches your fingerprints against the national repository, so the result is tied to your identity. Chinese work-permit offices, the Exit-Entry Administration and employers ask for this certificate because a name-based police information check cannot confirm that no record exists under another spelling or a former name.
The certificate discloses criminal convictions in accordance with the Criminal Records Act. A record suspension (pardon) removes a conviction; conditional discharges are purged after a set period; Youth Criminal Justice Act records appear only where the law allows. A vulnerable sector check goes further and searches for pardoned sexual offences when the applicant will work with children — which is why international schools in China often ask teachers for it.
How Does the Process Work From China, and Do I Need an Apostille and Translation?
Download the Application Package and complete the applicant information form, the RCMP consent form and our order form. Have your fingerprints taken in ink on the C-216C form — two complete sets — with the name, signature and stamp of the official who took them. Email us the scans and two government-issued IDs; once we verify them, courier the originals to Ottawa. We digitize the prints and submit them electronically to the RCMP, and every file receives a Document Control Number for tracking.
Mainland China joined the Hague Apostille Convention in November 2023, and Canada followed in January 2024. Chinese authorities therefore accept an apostille on the RCMP certificate instead of consular legalization. Because the certificate is a federal document, the apostille is issued by Global Affairs Canada; Hong Kong and Macau accept apostilles as well. Most Chinese offices also require a certified translation into Simplified Chinese. We arrange both before shipping so the package arrives ready to file.
What Is the Difference Between an RCMP Certificate and a Local Police Background Check?
A local police background check from a Canadian municipal police service or an RCMP detachment is name-based. The officer runs your name and date of birth through the Canadian Police Information Centre (CPIC) and local records, and you normally have to attend in person. The result is not certified, may reflect only one jurisdiction, and is rarely accepted by Chinese authorities.
The RCMP certified criminal record check is national, fingerprint-based and issued in Ottawa. It is the document Chinese work-permit and visa offices recognize, and the only one that can be apostilled for use in China. Both types confirm whether you were charged or convicted; only the fingerprint-based RCMP certificate carries federal certification.
Who in China Typically Needs an RCMP Criminal Record Check?
The most common applicants are:
- Canadian teachers, engineers and managers applying for a Foreigner’s Work Permit, a Z visa or a residence permit, where a no-criminal-record certificate from the country of nationality or recent residence is mandatory
- Chinese nationals who studied or worked in Canada and need Canadian criminal records for employment, a hukou-related procedure or a return to Canada
- Applicants for Canadian permanent residence, citizenship or a record suspension who are currently in mainland China, Hong Kong or Macau
- Spouses and parents in family-reunion or adoption files
Every applicant signs the RCMP consent form and provides personal details exactly as they appear on their passport. If you were ever convicted of an offence in Canada, the certificate will show it; a clean result confirms that nothing disclosable exists in the national repository.
What Are the Processing Times for an RCMP Criminal Record Check From China?
Processing times depend on fingerprint quality, the accuracy of your personal information and whether your prints match a record. When no record is found, the RCMP typically returns the result within a few business days of electronic submission. Including courier transit from China, plan for roughly five to twenty business days. If a record exists, verification takes longer.
Rejected fingerprint cards cause most delays — smudged ridges, a missing stamp or an unsigned consent form all lead to resubmission, which is why we check your scans before you ship. If you need an apostille and a Chinese translation, allow additional business days for Global Affairs Canada and the translator. Remember that Chinese authorities usually treat the certificate as valid for six months, so time your application to the work-permit or visa submission date. From the first email to the delivered certificate, the Legalization Service Centre keeps every RCMP criminal record check compliant, secure and on schedule.
