    Only documents containing the original signature or seal can be authenticated. Apostilles cannot be issued for photocopies or documents that do not meet the requirements above. Global Affairs Canada will discontinue the authentication process if the document’s seal or signature cannot be confirmed.

    Documents with laminated or glued surfaces cannot be stamped or apostilled. Documents with chemicals that hinder stamping cannot be apostilled.

    Certificates issued by religious institutions, such as baptismal or marriage certificates, are not eligible for official document services or apostille certification. Only Canadian-issued documents are acceptable. Foreign documents cannot be authenticated or apostilled. An apostille with a certificate number cannot be issued for documents from non-formally authorized entities.

    If Global Affairs Canada suspects a document will be used fraudulently or breaches policies, it may refuse to validate an apostille and submit the issue to the appropriate authorities.
