The Role of Apostille in Ontario Police Record Check Certificate Authentication

Presenting a valid criminal record check certificate with an apostille is often a legal requirement when applying for employment, immigration, or residency outside of Canada. Without authentication or an apostille, Canadian-issued certificates may not be accepted by foreign authorities.

In ON, there are three main types of police record checks:

  • Issued by the federal government (Royal Canadian Mounted Police in Ottawa)
  • Issued by provincial or local police services
  • Issued electronically

Under the Police Record Check Reform Act, each type of record check follows specific disclosure rules to protect privacy while still ensuring accuracy for employers, licensing bodies, or immigration authorities.

The RCMP certified criminal record check offers national coverage. It is issued through the Royal Canadian Mounted Police (RCMP) in Ottawa, it contains detailed criminal record information, including name, fingerprints, gender, and date of birth. Fingerprints are mandatory, making it the most reliable and widely accepted form of criminal record check.

Regional police services and local police in Ontario, including Toronto and Ottawa, issue provincial and electronic police record checks. These are based only on name and date of birth, without fingerprints. While useful locally, they often require notarization and an apostille for recognition abroad.

Attestation and Authentication Services for ON Criminal Background Checks

We manage the entire process of preparing and submitting your application form for a criminal record check, including coordination with Global Affairs Canada. Whether your certificate is needed for immigration, seeking employment, volunteering, or travel, we ensure it is properly authenticated and apostilled for use overseas.

Our service verifies all details provided by law enforcement, including court information, signatures, and seals. We confirm proof of residency and applicant details such as name and date of birth, ensuring accuracy at the time of the record check. Certificates that involve criminal convictions, current judicial orders, or matters under the Youth Criminal Justice Act are handled in compliance with Canadian regulations. Cases involving guilt under the youth criminal provisions are reviewed carefully to ensure no information is misrepresented.

While some certificates are limited to information available through local police, others disclose a broad record check that may include details of every criminal offence recorded against an applicant. In certain cases, a police report may be attached to support findings. Our team ensures that each criminal record check certificate is processed correctly, accepted internationally, and ready for use by employers, licensing bodies, or government agencies.

Examples of ON Criminal Record Check Certificates for Attestation

Sample criminal record check certificates show the required format for international acceptance. A criminal record check confirms whether an applicant has registered criminal convictions, but not every interaction with police is always included.

Some results rely on local police records, while others provide a broad record check disclosing judicial orders or summary offences. In some cases, a police report may be added for clarity.

Our review ensures the police service disclosures are accurate and that the record check results are properly prepared for apostille or attestation, guaranteeing recognition in Canada and abroad.

Hague Apostille Convention and ON Criminal Record Checks

As of 11 January 2024, Canada joined the Hague Apostille Convention, allowing criminal record check certificates from ON to be recognized in over 120 countries. Once a police service validates the application through official police records, the certificate can be apostilled without embassy legalization.

This makes police record checks easier to use abroad for immigration, employment, and licensing, and simplifies obtaining a vulnerable sector check for roles with children or other vulnerable people.

By processing each record check under Hague standards, LSC ensures ON-issued certificates—whether for record checks for volunteers, those living outside of Canada, or applicants within the province—are fully authenticated and ready for international acceptance.

Get Your RCMP Criminal Record Check

You'll get a fingerprint-based certificate issued by the RCMP. We digitize your ink-and-roll fingerprints and submit them electronically — you can be anywhere in the world.

In order to process the RCMP CRC certificate we need to receive from the clients their fingerprints taken on C-216C form or similar and other completed forms provided in the Application Package below.

A Canadian government form with blacked-out personal info, fingerprint images of both thumbs and index fingers, and a section labeled “PHOTOGRAPH REQUIRED.” Official seals and signatures are visible.

To get started, select the “General” tab for most countries and the “Personal Use” tab if you need the CRC Certificate for immigration to USA.

    1. Application Package

Start here. The package contains the full document checklist, Form #2, Form #3 and the RCMP identification requirements.

Everything must be completed without errors — mistakes and missing information delay processing.

    ▼ Application Package (General)

    2. Form #1 (C-216C)

Have your fingerprints taken on the official RCMP C-216C form using the ink-and-roll method only — digital or live-scan printouts are not accepted.

We need two (2) complete sets, with all fields filled in and the name, signature and stamp of the official who took them.

Fingerprints must be clear and high-quality — not smudged, faded, or blurred. All ridge details must be clearly visible on the form. Failure to provide clear, high-quality fingerprints may result in the RCMP rejecting the submission.

Fingerprints outside Canada can be taken by the following entities:

    • Police Service
    • Embassy / Consulate
    • Government Department
    • Notary Public
    • Foreign private fingerprinting company with an MOU with a local police force or government department

Under "Reason for application", tick the option that matches your case — Visa/Waiver, Canadian Citizenship, Employment, Adoption, and so on.

    3. Form #2 (Third Party Consent)

    Frequently Asked Questions

Why might a criminal record check certificate not qualify for authentication?

A criminal record check certificate must carry an original signature or departmental seal from the issuing authority, such as the RCMP, a regional police service, or a local police service. If these markings cannot be verified against the national repository of criminal records, authentication will be denied. Certificates that do not comply with the Criminal Records Act or that lack valid seals are not accepted.

Can a police information check certificate be rejected?

Yes. Certificates that do not include the correct criminal record and judicial matters check or judicial matters check entries may not pass validation. Missing details such as current judicial orders or incomplete background information can also result in rejection.

What if I received a record suspension?

If you have received a record suspension, your information is kept separate in accordance with the Criminal Records Act. However, if a suspension is not properly updated in police databases, a criminal record check may still show older entries.

Are results subject to police discretion?

Yes. The release of certain findings is subject to police discretion, especially in cases involving the Youth Criminal Justice Act or guilt under the youth criminal provisions. A criminal code offence may also be disclosed differently depending on the level of the record check required.

What if the document is damaged or unofficial?

If the authority cannot confirm the seal or if the certificate has been laminated, the request will be refused. Each application is reviewed carefully against the criminal record regulations to confirm compliance before authentication.

How long does it take to receive results?

Processing times vary by local police, regional police, and the RCMP, but our service ensures applicants receive your criminal record check faster by coordinating directly with the appropriate agencies.
