Did you know? An employer in Dubai or Abu Dhabi will not accept a Canadian diploma on its own, however prestigious the university. Before a work permit is issued, the degree certificate has to be verified through a chain of offices ending at a foreign ministry — and since the destination is outside the Hague Apostille Convention, an apostille alone will not complete it.
That distinction trips up a lot of applicants. Canada has issued apostilles since January 2024, which makes life simple for most of the world. The Emirates is one of the places where it changes nothing at all.

Attestation and Apostille: What the Difference Means for You
Canadian competent authorities can now issue two products, and the destination country decides which applies.
- An apostille is a single certificate accepted by every state inside the Convention. No consulate involvement, no further stamps.
- Authentication followed by embassy attestation is the older route, still mandatory wherever the Convention does not reach.
Because the Emirates has never acceded, Canadian educational documents take the second path in full:
- Notarization, where a copy or supporting declaration is involved
- Authentication by Global Affairs Canada or the relevant provincial authority
- Embassy attestation in Ottawa
- Final ministry attestation after arrival
Each office checks the work of the one before it. Nobody skips ahead.
When Degree Attestation Is Required
Degree attestation is essential in a surprising number of situations, not merely the obvious one:
- Applying for a job and converting an offer into a residence and work permit
- Professional licensing in regulated fields — medicine, engineering, teaching, law
- Enrolling in postgraduate study at a local institution
- Salary banding, where the employer’s grade depends on verified credentials
- Government or semi-government employment, where scrutiny is heaviest
Universities are checked carefully by the receiving authorities, so anything ambiguous in the paperwork tends to be queried rather than waved through.
What Documents Are Required for Degree Files
The exact set depends on the employer and the profession, but the core is consistent.
The Core Set
- The original degree certificate, or a notarized copy where the original cannot be released
- An official academic record, usually sealed by the registrar
- A letter of enrolment or completion where the certificate has not yet been issued
- Your passport data page, and often the job offer or admission letter
The Sealed Envelope Rule
This is where most files fail. Many consulates require the issuing institution to courier a sealed official transcript directly to them, rather than accepting an envelope that has passed through the graduate’s hands. Contact your registrar early — universities are slow, and a sealed transcript request in June competes with convocation season.
Where a copy is being used instead of an original, a Canadian notary public certifies it as a true copy first, and the notary’s seal is what the next office verifies.

Before You Start
Two checks save more time than anything else in this process. First, ask the employer or institution abroad, in writing, exactly which documents they need attested and whether copies are acceptable — requirements differ between government bodies, free-zone companies and private employers, and a verbal instruction is worth nothing when a file is refused. Second, verify that the degree certificate and the record of study carry the same spelling of your name as your passport. A middle name that appears on one document and not another is a routine reason for rejection, and correcting it at the university stage takes days rather than the weeks it costs later.
The Attestation Process in Canada, Step by Step
Which Office Authenticates Your File
Jurisdiction follows the province where the document was issued or notarized:
- Global Affairs Canada, through its Authentication Services Section in Ottawa, covers federal records plus Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Prince Edward Island and the three territories
- Ontario, Alberta, British Columbia, Quebec and Saskatchewan each operate their own competent authority for documents from their province
Whichever office handles it will verify the signature and seal against its register. It does not evaluate your qualification, and it never comments on academic standing.
Embassy Attestation
The Ottawa mission serves the whole country; there are no consulates in other cities. It stamps only what Canadian authorities have already authenticated, and it commonly asks for a cover letter setting out the purpose, the employment or admission paperwork behind the request, and a prepaid return courier waybill. Fees and turnaround are set by the mission.
Final Attestation Overseas
The foreign ministry applies the closing stamp once the file arrives. Only at that point is the degree certificate usable for a permit application.
Translation Requirements
Canadian offices work in English or French. If your original document is in another language, a certified translation is needed, prepared by a member of a recognized professional association, with the translator’s declaration typically sworn before a notary. Attestation of a translation is a separate service from attestation of the underlying record, and some employers abroad also require an Arabic version. Confirm the requirement in writing before paying for translation you may not need.
Timelines and the Fastest Route
Federal authentication takes roughly 20 business days by mail and offers no expedited service. Provincial offices vary widely: Ontario stamps over the counter the same day, Saskatchewan takes three to five business days, Alberta seven to ten, Quebec at least ten plus a compulsory verification of the notary’s signature beforehand, and British Columbia four to six weeks. Add the embassy window, courier transit at both ends, and the ministry step overseas.
Using Ontario to Move Faster
Jurisdiction is decided by the notary, not by where you live. Since Ontario is the only authority issuing certificates over the counter, having the file notarized there moves it to the fastest office in the country. Two variants work: sign the supporting declaration before an Ontario notary in the first place, or have an Ontario notary certify a true copy of an existing document so the certificate attaches to that copy.
Check one condition in writing before relying on the second variant — some receiving authorities insist on the original and refuse certified copies outright.
Why Files Come Back
- An academic record that did not arrive sealed, or that passed through the applicant’s hands
- A notary whose specimen signature is not on file with the authority
- Photocopies where an original or notarized copy was required
- Loose pages, illegible seals, lamination
- A missing cover letter or supporting employment documents
If Your Degree Was Earned Outside Canada
A common situation: a Canadian resident holds a degree from a university abroad and now needs it attested for a Gulf employer. Canadian authorities cannot help. Foreign documents are outside their jurisdiction entirely, and no amount of notarization in Canada changes that — the country that issued the degree must certify it, through its own competent authority or its own foreign ministry.
Where the issuing country belongs to the Apostille Convention, an apostille obtained there is still not enough on its own for a non-member destination, and the file has to go through that country’s embassy chain instead. Where the graduate cannot return in person, most universities and ministries accept applications through an authorized representative holding a power of attorney — which itself needs notarization and certification before it will be recognized.
Plan for this early. A degree earned in a third country routinely adds a month to a relocation timeline, and it cannot be compressed from Canada.
