Did you know? Qatar is not a member of the Hague Apostille Convention, which means Canada’s accession in January 2024 does nothing for documents destined there. An apostille will not be accepted. Canadian documents still require certification by Global Affairs Canada or a provincial authority, followed by attestation at the Qatar embassy in Ottawa.
There is one Qatari embassy in Canada and no consulate anywhere else, so applicants in Toronto, Vancouver, Calgary and Montreal all send their paperwork to the same address in the capital.

The Attestation Process in Order
The sequence never varies, and no office in it will cover for another.
- Notarization, where the document is a copy or privately produced — the file must be an original or a certified true copy made by a notary public or commissioner of oaths
- Authentication at Global Affairs Canada or the relevant provincial competent authority, confirming the legitimacy of the signature and seal
- Attestation by the embassy in Ottawa
- Final attestation by the consular department of the Ministry of Foreign Affairs after the document reaches Qatar
Many missions insist the notary’s stamp appear on the document itself rather than on a lawyer’s or notary’s cover letter. A notarial certificate on a separate sheet is a routine cause of refusal.
What the Qatari Embassy in Ottawa Requires
Documents
The embassy can only attest documents issued in Canada that have already been authenticated by Global Affairs Canada. Foreign documents are outside its scope entirely, and anything that fails formatting or identification standards is returned unprocessed.
Supporting material is expected alongside the document: a cover letter explaining the purpose of use, evidence linking the request to a job, contract, admission or visa application, and a certified translation where applicable. Submissions lacking these are delayed or refused.
Payment
Attestation fees are paid in Canadian dollars; visas and certain other services are charged differently. Accepted methods are money order, certified cheque or bank draft payable to the Embassy of the State of Qatar. A separate payment method applies to good conduct certificates. Personal cheques and cards are not part of the arrangement.
Educational Documents
Academic files follow their own route. The institution is generally required to courier a sealed envelope directly to the consular section, containing the official transcripts and the completed true copy certificate form. An envelope that has passed through the graduate’s hands is not accepted. Applicants are usually advised to email the consular department to confirm the package arrived before proceeding.
Because Qatari authorities examine university documents closely, this is the category where files most often stall.

Documents Commonly Attested
- Degrees, diplomas and transcripts, for employment and licensing
- Marriage and birth certificates, for family and dependant visas
- Police clearance and criminal record checks, for residency and employment
- Powers of attorney, affidavits and declarations, after notarization
- Commercial documents — certificates of origin, invoices, corporate records
For employment or residency visas, employers typically specify which of these must be stamped. Confirm the list with them in writing; requirements differ between government bodies, semi-government entities and private companies.
Consular Services Offered
Beyond document attestation, the mission handles visa applications, passport services for Qatari citizens living in Canada, good conduct certificates and general consular assistance. Turnaround times, fees and submission windows are set by the embassy and can change without notice, so verify current details directly before sending anything. No Canadian government page governs what the embassy will accept.
Timelines and the Fastest Canadian Route
The Canadian stage usually takes longer than the embassy stage. Global Affairs Canada runs about 20 business days by mail with no expedited service. British Columbia takes four to six weeks; Quebec at least ten business days plus a compulsory prior verification of the notary’s signature; Alberta seven to ten; Saskatchewan three to five. Ontario issues over the counter, normally within a few hours of a complete in-person request.
Jurisdiction follows the notary, not your home address, so notarizing in Ontario moves the file to the fastest authority in the country. Where a document has not been signed, sign it before an Ontario notary. Where it already exists, an Ontario notary can certify a true copy and the certificate attaches to that copy.
One condition to confirm in writing first: not every receiving authority accepts a certified copy in place of an original, and vital records are often refused in copied form.
Why Files Are Returned
- An apostille obtained where a certificate of authentication was needed
- A transcript that did not arrive sealed directly from the institution
- The notary’s stamp on a cover letter rather than the document
- Missing cover letter or supporting documents
- Payment in an unaccepted form
- Loose pages, lamination or illegible seals
Preparing the Submission
Send one complete package rather than posting pieces as they are ready. It should contain the authenticated document, a cover letter explaining the purpose, whatever supporting material connects the request to a job, contract or admission, the correct payment, and return courier arrangements.
Where several documents travel together — a degree, a transcript, a police clearance, a marriage certificate — submit them as a single file. Splitting them across mailings multiplies courier costs and creates the situation nobody wants, where one document is attested and usable while another is still in a queue somewhere.
Translation
Some documents need an Arabic version and some do not, and the requirement comes from whoever will read the paperwork rather than from any Canadian rule. Where it is needed, translation should be prepared by a recognized professional translator, with the translator’s declaration sworn before a notary so it can be certified alongside the original.
Confirm the requirement before ordering. Paying for an Arabic translation of a document that will be read in English is a routine and avoidable expense.
Good Conduct Certificates
Police clearance is one of the most frequently requested items, both for residency applications and for employment in regulated sectors. The Canadian side is an RCMP criminal record check, which is a federal document and therefore always goes to Global Affairs Canada rather than a provincial authority — a detail that trips up applicants who have just had a degree handled by their province and assume the same route applies.
Because the certificate has a limited useful life before institutions treat it as stale, order it in the right sequence: obtain it, authenticate it and get it attested in a continuous run rather than leaving it in a drawer while other documents catch up.
Planning Backwards
Count from the date the paperwork is actually needed. For a straightforward personal document notarized in Ontario, allow a few days for authentication, the embassy’s own window, and courier transit at both ends. The same document sent through the federal office is a month before it even reaches the mission. Educational files with a sealed-envelope requirement are longer still, because the institution’s own turnaround sits ahead of everything else.
Tell the employer or university the realistic date early. Agreeing to a start date that the paperwork cannot support helps nobody, and extensions are far easier to negotiate before a deadline than after it has passed.
