Why Would a Canadian Document Not Qualify for an Apostille for Use by the German Government?

Certificates issued by religious institutions, such as baptismal or marriage certificates, are not public records. They may be eligible for an apostille if they are notarized prior to submission. Only Canadian-issued documents are acceptable. Foreign documents cannot be validated or apostilled in Canada. An apostille cannot be provided for documents signed by individuals or organizations that are not formally authorized.
