Qatar Embassy in Ottawa: Document Attestation and Legalization in Canada
The Embassy of the State of Qatar in Ottawa attests only files issued in Canada and already authenticated by Global Affairs Canada, and we manage every stage of that chain on your behalf.
Document Attestation Through the Consular Section of the Qatar Embassy in Ottawa
Qatar has not joined the Hague Apostille Convention, so an apostille alone will never make a Canadian file valid there. A degree, transcript, birth or marriage certificate, power of attorney, RCMP criminal record check, commercial invoice or certificate of origin has to move through a full chain before an employer, ministry or court in Doha will accept it, whether you are moving for work, study or business purposes.
That chain runs through three stages:
- Notarization by a Canadian notary public or lawyer, where the paperwork calls for it.
- Authentication at Global Affairs Canada.
- Attestation by the consular section of the mission in Ottawa.
The mission handles six categories: commercial, civil, personal, judicial, educational and medical. Each has its own criteria, and the receiving side in Qatar rejects anything that skipped a stage.
Educational paperwork carries the strictest procedure. Alongside your original degree you must present the original confirmation of graduation letter and the original transcript. A second original transcript and a completed True Copy Certificate form have to be mailed to the mission directly by your institution’s registrar’s office in a sealed envelope. Notarized photocopies on their own are not accepted, and where a notary public’s seal appears it has to be visible on every page, including the impression.
Police clearance runs in both directions. A Canadian police clearance certificate bound for a Qatari employment or residency visa follows the standard route of authentication at Global Affairs Canada and then attestation. If you previously lived in Qatar and need a Qatar PCC — the good conduct certificate — the request goes the other way through the mission, needs a certified photocopy of your fingerprint form certified by Global Affairs Canada, and takes roughly six months.
Our office has handled document authentication and attestation for this mission for years, and we know which category each file falls into before it leaves your hands.

We confirm eligibility, explain what the consular section will and will not accept, and follow each step on your behalf.

Frequently Asked Questions
What Happens if the Embassy Returns My Package Unprocessed?
An unprocessed return usually means a formal defect rather than a problem with the content: no prepaid return envelope, a notary public’s seal missing from one page, or a stage skipped earlier in the chain. None of that is permanent damage. We work out exactly which requirement failed, repair it, and confirm the file is properly authenticated before it goes back to the counter.
Criteria set by the Department of Consular Affairs can shift quietly, and a package assembled to last year’s rules is a common cause of refusal. We track the current requirements so your file matches what the receiving side expects today.
How Should I Prepare Educational Documents Before Requesting Attestation?
Educational files need the most lead time because part of the package never passes through your hands. Contact your registrar’s office early and ask them to courier a second original transcript together with the completed True Copy Certificate form in a sealed envelope. Meanwhile, gather your original degree, the letter of completion and your own transcript for authentication.
Notarized photocopies on their own will be turned away, so plan around originals from the start. Confirming the sequence in advance is the single biggest factor in avoiding a lost month.
How Long Does the Qatar Attestation Procedure Usually Take?
For a file already authenticated by Global Affairs Canada, the counter generally works to roughly five business days for commercial, civil, personal and educational items, though volume and holidays stretch that. Nothing starts until the Global Affairs Canada stage is finished.
Turnaround runs much longer in the opposite direction. Qatari paperwork intended for use here has to go through the Ministry of Foreign Affairs in Qatar (MOFA) first, and a good conduct certificate can take around six months from request to delivery.
Do I Need a Translation Before My Document Is Attested?
If the text is not in English, a certified translation is usually expected, and it has to travel through the same authentication chain as the original rather than being attached at the end. A sealed transcript or diploma from a Canadian source must be translated properly, authenticated by Global Affairs Canada, and only then presented for consular approval.
Checking language requirements against your employer’s or university’s instructions before submission spares you a rejection and a second round of shipping costs.
What Should You Weigh Before Requesting Attestation and Legalization?
Start with the destination. If it has joined the Apostille Convention, a single certificate does the work; if it has not, the longer chain applies and you should budget both time and fees accordingly, since commercial invoices in particular can cost far more than a flat rate.
Then check the mechanics: signatures, seals visible on every page, the correct payment instrument, and a return envelope inside the package. Following the published instructions closely prevents most problems, and a file that clears the consular section in the capital travels without further obstacles.
